When is a vacant property a vacant property?

The Long & Foster signs are gone and 1547 7th Street NW (aka the southeast corner of 7th & Q NW) is once again off the market...guess no one was interested in picking it up at the low, low price of $1.3 million!

It currently appears to be some type of social club with 10-15 local residents meeting outside of it each afternoon...

So I know there are a lot of people out there more knowledgeable about these things than Mr this just a game by the owner (Warren Williams?) to avoid the vacant property tax rate?

And how often can a owner play this game without someone getting a clue? If this property is "off the market" for 6 months is it considered vacant again??? Anyone know? Or know who to contact to report it?

Thanks Si - can you tell me the logistics of how to make that report to DCRA? I'd be glad to do it!
