When is a vacant property a vacant property?

The Long & Foster signs are gone and 1547 7th Street NW (aka the southeast corner of 7th & Q NW) is once again off the market...guess no one was interested in picking it up at the low, low price of $1.3 million!

It currently appears to be some type of social club with 10-15 local residents meeting outside of it each afternoon...

So I know there are a lot of people out there more knowledgeable about these things than Mr Q...is this just a game by the owner (Warren Williams?) to avoid the vacant property tax rate?

And how often can a slumlord...err...property owner play this game without someone getting a clue? If this property is "off the market" for 6 months is it considered vacant again??? Anyone know? Or know who to contact to report it?

well it was charged some vacant property tax last year but got changed back to class 2 for 2009. he owes 21k, hasnt paid for a year. you can report it as still being vacant to DCRA.

Thanks Si - can you tell me the logistics of how to make that report to DCRA? I'd be glad to do it!
